SAN ANTONIO, TEXAS – The Cattle Industry Convention kicked off with two days of producer education on Feb. 3-4, 2015. Cattlemen’s College, sponsored by Zoetis Animal Health, has become widely known as one of the most thorough, in-depth educational events offered to cattlemen and women in the country. Celebrating its 22nd year, the event saw outstanding attendance with more than 1,350 attendees.

Hands-on cattle demonstrations kicked off the event Tuesday night, highlighting how beef producers can add value to their market cows. Industry experts, including Dr. Gary Smith, Dr. Keith Belk, and Dr. Dale Woerner, explained how cattlemen can improve the quality, consistency and competitiveness of beef produced from market cows through management decisions on the farm or ranch. Later, attendees were treated to some southern hospitality at a reception sponsored by Certified Angus Beef.

Also, as part of the industry effort to increase producer education, the checkoff-funded Beef Quality Assurance program introduced and updated Cattle Care and Handling Guidelines at the Producer’s Forum Tuesday evening. The guidelines, which are industry-wide standards for cattle care and handling, now include the 2014 BQA supplemental guidelines, advice on cold stress management, and guidelines for the judicious use of antibiotics in the cattle industry.

“Cattlemen take great pride in properly caring for their livestock and the BQA program has proven very successful in providing guidelines that producers can adapt to fit their needs,” said Josh White, director of producer education for the National Cattlemen’s Beef Association. “This refreshed handbook provides additional information with updated graphics and a revised look.”

Cattlemen’s College started back up early Wednesday morning with a keynote address by Chef Mike Erickson, who is a champion at connecting consumers to how beef is raised. Erickson advocates for the beef industry and dedicates his time to teaching others in culinary about how beef gets from pasture to plate.

“I think it is important for people in the culinary world to understand how beef is raised and get to know the people who spend their lives producing such a fine product for us,” said Erickson. “If those of us preparing the beef are educated on how it is raised, we can help spread the positive story of beef. The cattle industry has so much good going for it and we have to get that message out to people.”

Throughout the day attendees could choose from a wide range of informative, hands-on educational workshops designed for cattle operations of every size and sector. Classes ranged from understanding the economics of rebuilding the domestic herd, land and water rights issues in the United States, to proper cattle nutrition and the future use of antibiotics in food animals. Each session delivered stimulating and thought-provoking information to help cattlemen and women generate higher returns back home on the ranch.

Cattlemen Gather in San Antonio for the 2015 Cattle Industry Convention

National Cattlemens Beef USA logoSAN ANTONIO, TEXAS – More than 7,000 cattlemen and women from across the country are registered to attend the 2015 Cattle Industry Convention and National Cattlemen’s Beef Association Trade Show, which kicked off today at the Henry B. Gonzalez Convention Center in San Antonio, Texas. The convention, which will run through Feb. 7, is the largest annual gathering of the beef industry.

NCBA President Bob McCan said this year’s convention in his home state of Texas is will not disappoint. “I’m happy to welcome everyone to the great state of Texas and San Antonio is a historic town full of culture and great sights. This week we will highlight some of the great successes of the past year and set the course for what lies ahead,” McCan said. “Today, Cattlemen’s College kicked off convention with over 20 different classes, kick starting a great week with many opportunities for cattlemen and women to hear directly from the experts about how to grow and improve their operations.”

This year the Trade Show will be the largest to date. On the Trade Show floor will be two education areas, including a demonstration area with live animals to provide hands-on instruction. NCBA’s Learning Lounge is back again, featuring 30-minute educational sessions to provide attendees valuable educational tips from industry experts in informal, face-to-face, technology-friendly classroom settings.

Following Cattlemen’s College, exciting keynote speeches at the general sessions, and a record-breaking Trade Show, convention goers will have the opportunity to attend committee meetings and take part in the grassroots policy development.

“It’s important now, more than ever, for producers to get involved and engaged in the public policy,” said McCan. “The strong grassroots policy process is the backbone and the strength of NCBA and this week will discuss important policy issues and lay the groundwork for the year ahead.”

NCBA and PLC Accepting Summer Internship Applications

WASHINGTON – The National Cattlemen’s Beef Association’s and the Public Lands Council‘s government affairs office in Washington, D.C., is accepting applications for the summer 2015 public policy internship. The deadline to submit an application is Feb. 9, 2015.

“NCBA and PLC provide opportunities that very few other internships can offer,” said John Weber, South Dakota State University animal science senior and spring 2014 intern. “They truly make you feel part of the team working on key policy issues that impact the beef industry. The internship gives you the opportunity to cover topics ranging from animal welfare to trade and allows you the chance to advocate on behalf of the industry on Capitol Hill.”

NCBA Executive Director of Legislative Affairs Kristina Butts said this is a great opportunity for students with an interest in the beef industry and public policy.

“The internship gives college students the opportunity to work alongside staff on a range of issues that impact U.S. cattlemen and women,” Butts said. “The internship is designed to work closely with the lobbying team on Capitol Hill; to assist with NCBA and PLC’s regulatory efforts; and to work closely with the communications team.”

The full-time internship will begin May 18, 2015 and end Aug. 21, 2015. To apply, interested college juniors, seniors or graduate students should submit the application, college transcripts, two letters of recommendation and a resume to [email protected]. NCBA’s Cattlemen’s College Lineup Set for Feb. 3-4 in San Antonio

National Cattlemens Beef USA logoDENVER — The National Cattlemen’s Beef Association’s Cattlemen’s College, now celebrating its 22nd year, has established a reputation as one of the most thorough cattle producer education programs in the nation. Sponsored by Zoetis, the 2015 edition of Cattlemen’s College offers a wide range of informative, hands-on educational workshops designed for cattle operations of every size and sector.

The program will be held Feb. 3-4, 2015, in San Antonio, Texas, headlining the first day of activities at the 2015 Cattle Industry Convention and NCBA Trade Show. Early registration for Cattlemen’s College and the convention ends Jan. 9, 2015.

Cattlemen’s College workshops include an outstanding lineup of industry experts during the course of two jam-packed days. On Tuesday, Feb. 3, participants will first hear from Gary Smith, Keith Belk, Daryl Tatum and Dale Woerner on “Feeding to Increase the Quality, Consistency, and Competitiveness from Market Cows.” This first hands-on class will help attendees improve the beef from market cows, identify production practices and learn value concepts from feedlot to retail.

On Tuesday evening, Cattlemen’s College participants will be treated to a Texas BBQ Welcome Reception sponsored by Zoetis. The reception will be an opportunity to visit with fellow cattlemen as well as the afternoon’s speakers.

Starting Wednesday morning at 7:00 am, Cattlemen’s College classes begin with a keynote address by Scott Neal, Senior VP, Produce, Meat and Seafood for Walmart. Neal will address how Walmart perceives increasing beef prices, expanding exports, increased focus on sustainability, world-wide growth and how today’s Walmart customers view beef.

Following Neal’s address, classes focusing on rebuilding the herd, the future of beef production, and many other valuable topics will be held, concluding with lunch session, with legendary farm broadcaster Max Armstrong. Armstrong will talk about how in his view from nearly forty years as a broadcaster, it’s a great time to be in the beef business.

“Cattlemen’s College gives producers an opportunity to hear from some of the leading experts in topics that impact their cattle operations every day, as well as the chance to interact with those experts and ask questions,” said NCBA President and Texas cattleman Bob McCan. “Many of the presenters are legends in the beef industry, and the wide variety of classes offers something for every producer. We highly encourage cattlemen and women to take advantage of this informative and educational program.”

Conference Expands Education on Issues That Matter To Young Cattlemen

It is harder when you are stupid,” is a quote from a famous man we all know, John Wayne. 35 years ago in June, he moved on to greener pastures. I am not sure if there is a correlation but since June 1979 (35 years ago,) Montana has been sending delegates to the to the NCBA’s Young Cattlemen’s Conference to expand our education on matters that affect the cattle industry.

Many of you have heard the stories, known someone who has gone or have gone yourself, so I am just going to give you a quick overview of the destinations and focus more on the whirlwind of knowledge that is presented over the ten day trip.

The trip starts in Denver, CO where 60 total strangers from all over the US embark on a journey together that challenges their knowledge, ignites passions, questions the possibilities and practices, builds lifelong friendships and severely deprives you of sleep! While in Denver, we spend two days in class covering CattleFax markets, Beef Check-Off programs, how to deal with media, self-reflection and discovery pertaining to our personalities and how to deal with others, Safeway/Cargill retail perspectives, and the NCBA’s missions for the beef industry. One day we traveled to Greeley, CO to tour JBS Five River’s Feed Yard, JBS packing plant and meet with the JBS executive team.

Then off for 24 hours in Chicago, IL to tour Chicago Midway dining, Chicago Board of Trade, and OSI (massive hamburger patty processing facility). And on our final descent to Washington D.C., we are briefed on political issues challenging the beef industry, meet with our state delegations, a quick monument tour, tour the New Zealand Embassy and discuss trade, and repack our bags with an amazing experience and newly acquired insights to share and utilize with others.

“A goal, a love and a dream give you total control over your body and your life,” said John Wayne. I would also add your business and ranches. That really encompasses what the NCBA brought to light throughout our industry, while giving us a tour of its segments.

We are all dedicated to the same goal of being the best and providing the best product, whether we sell beef, promote beef, package beef, and feed or raise beef. There wasn’t one person that I met on the trip or I work with here at home, that doesn’t love and have a huge passion for their role in our industry. Our dreams are very similar, but tend to be focused closer to our segment of the industry rather than the entire industry. The trip really lets you look at those dreams individually and opens the doors so you can visualize the possibilities when you combine them. The NCBA really works for all the segments and strives to combine the passions and dreams of each segment to enhance our industry as a whole. I was amazed by what our beef check-off does to support and sell beef for every rancher. Their focus isn’t just on those who eat beef but also those who don’t and how they promote beef is mind boggling.

“Don’t pick a fight but if you find yourself in one I suggest you make damn sure you win,” said John Wayne. Welcome to Washington D.C. Folks, if you don’t think our way of life isn’t threatened every second of every day, I would like to be in the spot you are hiding. The amount of legislation that is proposed which affects us and our livelihoods is astonishing. The number of teams assembled and amount of money spent just trying to ensure we can continue raising beef is staggering. I know I can’t be there every day to fight for my beliefs so I am dang sure going to support the people who do! And your 10 minute phone call to a representative goes a long way. Do it because your opposition is making those calls.

Thank you to the Montana Stockgrowers, the Research and Education Endowment Foundation and everyone who made this trip possible. It is an amazing opportunity that you should attend. “We’re burning daylight,” said John Wayne.

Cattle Producers Discuss Policy Priorities at Industry Summer Conference

Members of the National Cattlemen’s Beef Association addressed current policy priorities at the 2014 Cattle Industry Summer Conference in Denver this month, passing new resolutions and directives for the 2014 Policy Agenda.

“Our policy committees are tasked with a broad spectrum of issues, with everything from environmental regulation to nutrition policy to trade barriers on the agenda,” said Bob McCan, NCBA president and Victoria, Texas, cattle producer. “Cattle producers gather from across the country to discuss the biggest issues facing the cattle industry right now and make specific decisions on how to move forward on these priorities.”

Along with revisions to current policies, NCBA members analyzed the overall state of the industry in one-on-one discussions with top government representatives, trade officials and other industry leaders.

“Right now, priority issues include the EPA’s proposed waters of the United States rule, tax reform and ongoing international trade issues,” said NCBA Vice President of Government Affairs Colin Woodall. “We are engaged in a long list of policy priorities all year long. After the meetings in Denver, NCBA’s D.C. staff is headed back to Washington, ready to hit the ground running with the list of recommendations and policy updates.”

In the Property Rights and Environmental Management committee members passed a resolution to lead the development of a beef sustainability program, inclusive of the beef value chain and stakeholders, that addresses the continued advancement in areas such as economic viability, production efficiencies, animal care and handling, environmental conservation, human resources and community support.

The Cattle Marketing and International Trade Policy passed a resolution for NCBA to support changes to Mandatory Price Reporting. Accurate and detailed market information is imperative for sound decision making, and the directive calls for support of changes to ensure the data reflects the market place.

And NCBA’s Cattle Health and Well-Being committee passed policy regarding foreign animal diseases, which could cause a widespread quarantine and possible massive depopulation of the U.S. cattle herd, thus compromising national security and jeopardizing the U.S. beef supply. As such, a resolution was passed to oppose the importation of live cattle, beef, and/or beef products into the U.S. from foreign countries with histories of significant chronic animal diseases and lack of strict animal disease control and eradication measures.

Further, NCBA urges USDA to include U.S. cattle industry stakeholders in any negotiations with foreign countries relating to efforts that may affect the health of the U.S. cattle industry and provide the U.S. cattle industry opportunities to comment on new procedures for developing risk analyses for any foreign country with significant chronic animal disease issues wishing to export live cattle, beef, and/or beef products into the U.S.

USDA protocols should be substantiated by sound, scientific evidence and that animal health related regulations not be used as non-tariff trade barriers.

All of these policies from the committees were passed by the full NCBA board of directors.   The official NCBA Policy Book is a detailed compilation of policy priorities on cattle industry issues. The full NCBA 2014 Policy Agenda can be found online at: www.beefusa.org.

2014 Cattle Industry Summer Conference In Denver, July 30 – August 2

NCBA President Bob McCan said the event, hosted in Denver, Colo., July 30 – Aug. 2, gives cattlemen and women an opportunity to engage in NCBA’s grassroots policy process as well as network with producers from across the country. Cattle producers will discuss current issues as a group, work on programs and initiatives, and set the course the industry should take with various projects for the betterment of the beef cattle industry.

“The beef industry faces unique challenges year-round and most alarming is the burdensome, overreaching regulation we have seen from the Beltway,” said McCan. “In order to continue being successful, cattle producers must continue to be engaged in the policy process so that the beef industry remains viable and beef continues to be on kitchen tables around the country and the world.”

Inside Trade Agreements – World Trade Organization (WTO)

Beef Offal Export Values World Trade OrganizationEditor’s Note: Part one of a series of articles in which we will look at trade and the organizations that set the standards for these agreements. The next article will focus on the World Organization for Animal Health (OIE). Provided by National Cattlemen’s Beef Association for educational purposes.

Trade is a fundamental part of America’s cattle industry, and with new pacts on the horizon like the Trans-Pacific Partnership and the Transatlantic Trade Investment and Promotion agreement the beef industry is poised to take advantage of greater opportunities ahead. Ninety-six percent of the world’s population lives outside of United States’ borders, and it is critical to capitalize on these foreign markets to maximize profit margin. Beef demand looks different across the world, and foreign markets drive demand and increase profitability for beef cuts that are less popular here in the states, drivers our cattle industry can capitalize on. In 2013, trade brought home more value to the producer than ever in the past – $307 per head or $6.15 billion total. This premium underlines the value of trade for all segments of our industry. And the major regulator of these opportunities is the World Trade Organization.

The WTO has a long history in international trade. Its formation reaches back to the Treaty of Versailles and the end of World War I, with the establishment of the League of Nations. After World War II, the General Agreement on Tariffs and Trade was formed. And in 1995 with the Uruguay Round of trade negotiations, under the age is of the GATT, the WTO was formally created to discuss and negotiate the further development of trade rules and seek peaceable resolution to trade disputes. With its history in war, the main function of the WTO then as now, is to ensure that trade flows as smoothly, predictably and freely as possible.

To secure these market opportunities, countries work through the WTO. The WTO was built around trade agreements which were negotiated and signed by many of the world’s leading trade nations. These documents provide the legal ground rules for international commerce. They are essentially contracts, binding governments to keep their trade policies within agreed limits. Although negotiated and signed by governments, the goal is to help producers of goods and services, exporters, and importers conduct their business, while allowing governments to meet social, environmental and safety objectives.

Economic development and well-being is dependent upon free trade and as such, the WTO’s overriding purpose is to help trade flow as freely as possible — so long as there are no undesirable side effects. That partly means removing obstacles and ensuring that individuals, companies and governments know what the trade rules are around the world, and giving them confidence and security without fear of sudden policy changes.

Which brings us to the point of why WTO is important and what their role is in international trade. The NCBA does not necessarily work with WTO directly; we work with our government, the U.S. Trade Representative and the governments of other nations affected by decisions at the WTO. But the WTO makes many of their trade decisions based on standards set by other organizations. WTO gives these organizations credence by recognizing the standards they set. These organizations, like the World Organization for Animal Health, known by its French acronym OIE, and Codex Alimentarius, set the precedent that WTO looks at and that the cattle industry can use as a guide for animal health and food safety.

When our membership calls for free and open trade based on internationally recognized science, OIE and Codex provide the science that underlies that notion. And that is where NCBA works. Over the past several years and through the next months, we will be attending meetings and submitting comments and documents to ensure that the standards set on the global level for animal health and welfare and food safety are in line with the most recent science and that these standards work for the U.S. cattle industry.

An example would be a beef trade dispute with a country that refused to accept U.S. beef that was at any time fed a beta-agonist. Codex, has a set maximum residue level, or MRL, for certain beta-agonists in meat based on the scientific evidence presented by a varied committee of nations, experts and researchers. Since this level has been recognized internationally, it would be among the standards used if the U.S. were to take up a case against that country’s action at the WTO. And that is the type of action that preserves our ability to trade openly with other nations.

Of course not all WTO disputes are based on sound science. There are many other barriers to trade that the U.S. beef industry works with. There is protectionism both domestic and abroad. Policies like COOL, that discriminate against our trading partners and threaten retaliatory action against our beef exports to Canada and Mexico, which alone make up one-third of our total beef exports. And as with other trade disputes, the WTO is not the only way to work out our differences. As with our relations with China, Japan, the European Union and others; the decisions on how to move forward involve not only the possibility of enforcement at the WTO, but diplomacy and leadership through the Administration and our ambassadors and attachés. But we will continue to work with all of these groups to ensure we can provide the same great high-quality beef we raise and produce here in the U.S. to our customers across the world.

Global Roundtable for Sustainable Beef Releases Draft Principles and Criteria

Global Roundtable for Sustainable Beef The Global Roundtable for Sustainable Beef (GRSB) released its draft Principles and Criteria document in March. Those principles and criteria provide a basic framework for defining beef sustainability without setting standards or creating a “one-size-fits-all” approach to how beef should be produced. The sustainability principles and criteria contained within the document represent a yearlong, multi-stakeholder process which included participants from around the world, including representatives from NCBA.

“GRSB defines global sustainable beef as a socially responsible, environmentally sound and economically viable product that prioritizes planet, people, animals, and progress,” said Cameron Bruett, President, GRSB and Head, Corporate Affairs, JBS USA. “Our membership has worked in a collaborative fashion to boldly confront the challenges in every segment of the beef value chain. The core principles for global beef sustainability seek to balance a broad range of issues including natural resources, community and individual development, animal well-being, food, and efficiency and innovation.”

Although NCBA had a role in helping to draft the principles and criteria, there are a number of areas where NCBA continues to have concerns with the document. As a member of GRSB, NCBA will continue to engage in the process and seek changes to the principles and criteria.

“The conditions and practices under which beef is produced vary greatly around the world. As a result, there are principles and criteria contained in the document that apply to practices and conditions in the United States, while some do not,” said Forrest Roberts, NCBA Chief Executive Officer. “In most instances the practices, laws and regulations in the U.S. are more stringent.”

Although the draft principles and criteria do not represent NCBA policy and the organization has no current official position on the document, the organization will continue to engage in the effort.

“Because of the global nature of this document and the diverse views of GRSB members, there are some areas of concern,” said Roberts. “We believe that the farmers and ranchers in the U.S. are among the most responsible and progressive in the world and they take pride in the fact that they have been producing beef responsibly for generations.”

He pointed out that each member of the beef value chain plays an important role in the sustainability of our industry and we each have improvements we can make.

“It’s that spirit of continuous improvement that makes our industry great and we are hopeful that this document will provide the framework to benchmark those improvements in the U.S. and around the globe,” said Roberts.

GRSB’s sustainability principles and criteria are available online for public review and comment at www.grsbeef.org and NCBA will be submitting extensive comments on the document. NCBA members and beef industry stakeholders are also encouraged to provide input directly to GRSB, through the comment form on the website, in an effort to provide input on sustainable beef production from the U.S. perspective. The public comment period is open until May 16, 2014. After that time the comments will be reviewed and incorporated into the draft document. The revised final draft will be reviewed and voted upon at GRSB’s annual meeting later this year.

NCBA and PLC Support the Modernization of Endangered Species Act

National Cattlemens Beef USA logo(via NCBA Beltway Beef) The Endangered Species Act has become one of the most economically damaging laws facing our nation’s livestock producers. When species are listed as “threatened” or “endangered” under the ESA,the resulting use-restrictions placed on land and water, the two resources upon which ranchers depend for their livelihoods, are crippling.The ESA has not been reauthorized since 1988 and is in great need of modernization.

The National Cattlemen’s Bee Association and the Public Lands Council support all attempts to modernize and streamline the ESA and have provided several recommendations to Congress. The House of Representatives Endangered Species Act Congressional Working Group released a report in February 2014 which gave several recommendations for ESA improvements.The report concludes that the ESA “while well-intentioned from the beginning,must be updated and modernized to ensure its success where it matters most: outside of the courtroom and on-the-ground. ”The working groups’ recommendations echo our organizations’ recommendations.

NCBA and PLC submitted a letter of support this week for four bills that are a direct result of the findings that are covered in the working groups’report.

H.R.4315, the 21st Century Endangered Species Transparency Act introduced by Representative Doc Hastings (R-WA),requires data used by federal agencies for ESA listing decisions (including proposed listings) to be made publicly available and accessible through the Internet. The public should be able to see the information that their government is using to make listing decisions that ultimately affect everyone.

H.R.4316, the Endangered Species Recovery Transparency Act introduced by Representative Cynthia Lummis (R-WY), requires the Interior Secretary to report and comprehensively track ESA litigation costs, including attorneys’ fees, and post it on the internet. We must hold people accountable for the monetary resources,taxpayer money that is spent.

H.R.4317 the State, Tribaland Local Species Transparency and Recovery Act introduced by Representative Randy Neugebauer (R-TX),requires the federal government to disclose to affected states all data used in ESA prior to any listing or proposed listing decision. It also ensures that “best available scientific and commercial data” used by the federal government will include data provided by affected states, tribes,and local governments.

H.R.4318, the Endangered Species Litigation Reasonableness Act introduced by Representative Bill Huizenga (R-MI),caps hourly fees paid to attorneys that prevail in cases filed under ESA, consistent with current law under the Equal Access to Justice Act.Currently, no cap on attorney fees exists under the ESA allowing attorneys to be awarded massive sums of taxpayer money.

The ESA,while designed to protect species from endangerment of extinction, has proven itself o be ineffective and immensely damaging to our members’ ability to stay in business. Less than two percent of species placed on the endangered list have ever been deemed recovered.

Environmental activist groups’ list-and-litigate routine costs not just producers, but taxpayers, as well.These groups have a habit of suing the federal government to force the listing of a species,then suing to prevent species delisting—even after recovery goals have been met.Their legal expenses are often reimbursed by the American taxpayer. It is no small wonder when environmental radicals can keep themselves well-funded by a seemingly endless stream of taxpayer dollars that so many species have been listed and so few have been delisted. While not a complete fix, these four bills take some of the necessary steps to repairing this broken law.
